EU Government Affairs Manager, Carbon-Free Europe

Carbon-Free Europe (CFE) is working towards a future where climate and energy policy across Europe is evidence-based, existing carbon-free solutions are rapidly deployed, and investment is readily available for the next generation technologies needed to get all the way to net-zero by 2050.

CFE was launched by Third Way’s Climate and Energy Program to build international support for a technology-inclusive climate agenda and encourage governments to maximise the next decade to meet climate goals. We advocate for technology-inclusive climate policies, which are essential for deep decarbonisation and to reduce Europe’s vulnerability to volatile energy prices. We also provide expert insights on contemporary issues, including the EU’s Green Deal, national energy and climate plans, and Europe’s energy security.

The EU Government Affairs Manager will lead Carbon-Free Europe’s engagement with the EU Parliament, Commission, Council, and Member States, growing and managing a small team of dedicated policy specialists. The EU Government Affairs Manager will follow EU-level policy developments and continuously assess opportunities for CFE to conduct research and advocacy to support technology-inclusive policy. They will also represent CFE on a regular basis with key stakeholders, including expanding our collaboration with likeminded NGOs, academics, and experts.

Job requirements

As the EU Government Affairs Manager, a typical day might include…

  • Working with senior leadership to develop and implement CFE’s policy agenda and build and manage CFE’s policy team in Brussels;
  • Establishing and maintaining relationships with EU Institutions, Member State Representatives, and the broader EU policymaking community including NGOs and academics;
  • Identifying opportunities for CFE to engage policymakers on technology-inclusive climate policy, whether through research, advocacy, events, or other collaborations;
  • Collaborating with the Communications team to identify relevant areas for media coverage and develop communications tools, i.e. press statements, op-eds, blogs, social media content, etc.;
  • Interpreting CFE analysis and developing EU-specific policy recommendations and messaging;
  • Collaborate with US colleagues to identify transatlantic opportunities;
  • Serving as a spokesperson for our ideas to policymakers and those who influence them, including in the press and at regular high-profile public speaking engagements, on multifaceted issues;
  • Performing other duties as assigned

This might be the job for you, if you…

  • Have at least 5 years of relevant experience on EU climate and energy policy (EU Institutional experience is preferred)
  • Are interested or have knowledge of transatlantic relations and geopolitical developments between the EU and US
  • Have an ability to communicate clearly and effectively in writing and verbally in English (Additional language competency is preferred)
  • Are self-starting and able to work independently to identify opportunities
  • Have extensive knowledge of the EU policy making process and relevant policy areas, including FF55, REPower EU, and the European Green Deal
  • Committed to the mission of CFE and growing with the organization
